Mayor Kell promised to Improve Infrastructure and Roads
- Since Kell’s election, more than $20 million has been invested into Prescott Valley roads, resulting in an additional north/south connector road through Prescott Valley, as well as an enhancement to the Sunset connector to allow a near complete east/west route for pedestrians, bicyclist and vehicle traffic.
- Routine road maintenance has been increased from once every 9 years to once every 5 years, improving road quality throughout Prescott Valley’s 271 miles of center lane roads.
- Under Mayor Kell, additional sidewalks and crosswalks have been created at four local elementary schools to keep our kids safer.
- Jasper Parkway -a 100% developer funded project- is also expected to be completed in the 1st Quarter of 2022 which will add additional connectivity throughout Prescott Valley.
Control Growth and Hold Developers Accountable
- Since elected, the average number of New Home Construction Permits are down approximately 80% from the high of 2004. Mayor Kell ran on a platform that our population growth should not be allowed to outpace our ability to grow our infrastructure, police and other town amenities. Since 2018, according to the US Census, Prescott Valley grew at a manageable rate of 1.2%, and our town services are more than keeping up.
- Mayor Kell has shown he can stand up to developers and say “No.” In 2019, Mayor Kell voted against a developer's request in Stoneridge to re-zone land from “Public Use” to “Residential.” Mayor Kell has openly spoken about ensuring that future Development Agreements are no longer “Developer Friendly” but rather must be prudent and beneficial to the current citizens of Prescott Valley.
- Mayor Kell is prepared to tell a developer there are certain standards and expectations the town will be holding future developments to that may be different from those of the past. Mayor Kell’s goal is to preserve as much Open Space as possible for generations to come and to make certain the Prescott Valley we all fell in love with is preserved into the future.
Promised to Protect Our Water
- Mayor Kell has continued to work to protect our water future, to help create sustainable natural water supplies for Prescott Valley residents, and to help attain Safe-Yield for the Prescott AMA aquifer through a variety of different efforts, including but not limited to:
- Supporting water conservation efforts that preserve groundwater.
- Capturing and treating wastewater and utilizing reclaimed water for aquifer recharge.
- Increasing natural recharge through watershed restoration and storm water management in accordance with State Law.

Mayor Kell supported the Injection Well Project as well as other strategies to conserve water and replenish our aquifer helping to minimize over pumping of our most important natural resource and working towards the goal of Safe Yield.
Support First Responders
- As a retired Prescott Valley Police Officer, Mayor Kell promised to always support first responders and has made it clear that Prescott Valley will NEVER defund our police. This commitment to law enforcement, and improvements in equipment, staffing, and morale helped lower response times by an average of 55 seconds and made Prescott Valley the 5th safest town in Arizona, a dramatic improvement from the #16 rank in 2018.
- Mayor Kell is the first Prescott Valley Elected Official to ever earn the public Endorsement of the Prescott Valley Police Officers Association.
- Mayor Kell also placed importance on traffic safety resulting in additional officers being designated to enforce Red Light Runners and Aggressive Drivers leading to a decline in Fatal and Serious Injury accidents by 36% from years prior to Mayor Palguta being elected.
Promised to Promote Family Friendly Community
- Mayor Kell championed successfully for the development of a brand-new Prescott Valley YMCA which is currently in the development process.
- Mayor Kell campaigned on the idea that Prescott Valley needed an emphasis on providing services for families, including adding Prescott Valley's first public splash pad and opening the Public Library on Sundays. Today, Prescott Valley has added two public splash pads, eight public Pickle Ball courts, additional adaptive playground equipment at half the town parks, and opened Santa Fe Park - an 8-acre public park on Glassford Hill Road.
- Mayor Kell was instrumental in directing over $300k of donations towards the completion of the new construction and program funding for a children's theater.
Promised to Support Local Small Business
Mayor Kell put an emphasis on making Prescott Valley a Youth Sports Tourism destination in an attempt to assist local businesses, diversify the town's economic footprint, and increase sales tax revenue. Prescott Valley went from hosting 9 sports tournaments in 2018 to more than 45 such tournaments in 2020 – which in turn helped increase local sales tax collections by 20 percent.
- Mayor Kell truly believes that the Town of Prescott Valley is in the Customer Service Industry and the citizens of Prescott Valley are the customers as well as the boss. Since being elected, Mayor Palguta has worked tirelessly to keep all citizens informed of town happenings by the following means:
- Mayor Kell created a Facebook, Instagram, Twitter and Nextdoor page. Mayor Kell writes an article in the monthly utility bill newsletter as well as directly emailing those citizens through his " Message from the Mayors Desk". Multiple times a month, he holds a " Meet The Mayor" roadshow event, going where citizens are - not asking citizens to come to him. Mayor Kell can also be heard hosting two separate radio shows throughout the Quad City area. Mayor Kell also films a "Monday with The Mayor" show that reaches 1000's of people each week through Facebook and YouTube.
Support Students and Local Schools
- As someone with three school-aged children, Mayor Kell recognizes a town’s need to not turn its back on its students. Since elected Mayor Kell has created a symbiotic relationship with local educational leaders, helping to create a partnership never before seen in Prescott Valley.
- Mayor Kell worked with school and local leaders to add additional safety sidewalks and trails to benefit six different schools directly.
- Mayor Kell focused on increasing police presence and interaction at our local schools.
- Mayor Kell was instrumental in getting Prescott Valley's first LED lighted Pedestrian crosswalk.
- Since elected, Mayor Kell put an emphasis on supporting the Boys and Girl Club in Prescott Valley and made sure over 1 Million Dollars of federal and local grant monies were used to improve the local club.
- Mayor Kell also personally raised over $140K for our local Boys and Girls Club.
- Mayor Kell is a huge supporter of local youth sporting clubs such as Prescott Valley Little League, Yavapai Soccer, and Hitman Football and Cheer.
Promised to make Prescott Valley safer and lower crime rate
- As a retired Prescott Valley Police Officer, Mayor Kell worked with local Law Enforcement to make Prescott Valley the 3rd safest city/town in Arizona. Down from being ranked 16th prior to being elected.
Support Military Veterans:
- Mayor Kell created a commission to help local veteran organizations communicate and collaborate efficiently and effectively amongst themselves.
- Mayor Kell recognizes and praises all new young soldiers at Council meetings who have signed up to join the military in a formal event thanking each one and their family for choosing to serve our country.
Promised to Review and Update Town Policy:
- Mayor Kell created a committee to evaluate, review and improve all Town Codes. This process has NEVER been done prior to Mayor Palguta being elected.
- From the beginning Mayor Kell has encouraged to not let political views and divisiveness creep into Prescott Valley. Mayor Kell believes in the Party of Prescott Valley, which allows all citizens to get behind one common goal of making sure Prescott Valley becomes an amazing community and continues to be a place we all call home and can be proud of.
Mayor Kell promised to fill vacant commercial buildings:
- Mayor Kell campaigned on bringing good paying jobs to Prescott Valley, and since his election, over 500,000 square feet of commercial and manufacturing space has been added or filled into existing empty buildings throughout Prescott Valley, bringing with them good paying jobs for the people of Prescott Valley. Mayor Kell recognizes that we must not stop there and will continue to work towards creating additional Medical, High Tech and Manufacturing Jobs to Prescott Valley.
Mayor Kell Promised to support our aging population.
- Mayor Kell recognized the need to allow our seniors the independence of getting around town on their own and helped to bring a Micro Transit system to Prescott Valley which is similar to a direct to door Uber type transportation system. Mayor Palguta was able to accomplish this through the utilization of federal and state grants costing the citizens of Prescott Valley NOTHING!!
- Mayor Kell is a huge supporter of CASA and can be often found their during the week interacting with the members to find out what their needs currently are and any challenges they may be experiencing in an ever-changing environment.
